New York Introduces Bill to Ban Spinner Hubcaps
In what could be the state's first step in limiting custom wheel and hubcap options for motor vehicle enthusiasts, legislation (S.B. 4740) that would prohibit the sale and use of motor vehicles equipped with spinner hubcaps has been introduced in the New York State Legislature by State Senator John Sabini. S.B. 4740 would subject vehicle owners to fines of as much as $750 for a third or subsequent violation. Those convicted of selling spinner hubcaps can be fined $150 for each violation. The bill has been referred to the Senate Transportation Committee for consideration. Similar bills are also under consideration in Iowa and Virginia. Hopefully they won't also ban spinning-wheel belt buckles.

Import Automakers Staking Their Claim
April was a good news/bad news month for car and light-truck sales in the United States. Let's take the good news first. Sales totaled 1,504,332, up 5.7 percent compared with last April. However, general Motors was down 4.1 percent and Ford Motor Co. was off 1.4 percent, with the import market taking a bigger slice of the pie.

California Exhaust Noise Testing Program Proves Overwhelming Success
The end of August marked the one-year anniversary of California's exhaust-noise testing program. The California Bureau of Automotive Repair reports that about 90 percent of the approximately 3,000 vehicles that have undergone the state's exhaust-noise test have been certified to be in compliance with California law. The program is the result of a SAN-sponsored law that allows California hobbyists to prove their vehicles comply with state noise standards.

80 Inspectors Will Target Supplier Plants
In an effort to improve vehicle quality, the Chrysler group is creating a team of 80 inspectors to conduct quality audits in supplier plants that produce faulty parts. The automaker says it has hired 40 employees and has begun 16 audits since the decision.
